Reimagining American Institutions Webinar Series Covers Wide Range of Pressing US Challenges

Chosen through a highly selective nomination process, this pilot fellowship cohort brings together leaders with diverse perspectives, backgrounds, and institutional affiliations who are committed to strengthening civic education and practice nationwide. Stephen’s selection reflects his two decades of dedication to advancing civic dialogue, developing innovative curricula, and empowering educators and students through service-learning.

The National Civics Fellowship, a year-long program, brings together exemplary leaders from K–12 education, postsecondary institutions, and civil society. Organized into research and practice tracks, fellows will produce impactful policy recommendations, practitioner resources, and public scholarship aimed at equipping citizens for effective self-governance.

Fellows will showcase their work at in-person gatherings and contribute written pieces to reach educators, policymakers, and civic leaders across America. Each fellow will develop a capstone project during their year and spend at least one week in residence at Hoover during their fellowship.

The capstone project will involve an opportunity to present their work and solicit feedback from each other, along with Hoover fellows and Stanford faculty as well as external thought leaders in the civics ecosystem.

Stephen joins three other distinguished fellows in this inaugural cohort:

  • Trygve Throntveit, PhD, Research Professor at Ball State University

  • Sarah Jencks, Founder of Every Museum a Civic Museum

  • Joseph Kahne, PhD, Professor of Education Policy and Politics at UC Riverside

Together, they represent the highest standards of civic teaching and scholarship, helping to position the Hoover Institution and RAI as central hubs of innovation, collaboration, and leadership in the civics ecosystem.

On August 18–19, 2025, the fellows convened at the Hoover Institution for the first time, engaging in initial capstone discussions and connecting with senior Hoover fellows and Stanford faculty. Over the next year, their work will help shape the future of civic education across America.

We are excited to see all of their contributions and look forward to sharing updates on thier fellowship journey.
